Is it a problem if your level of dirt comes up to the bottom of the vinyl siding on your house?

We had some low spots under our deck, so we added some dirt there to improve the grading, but it’s coming very close to the siding on the house. Is this a problem? There is no mulch involved and we’re assuming that the dirt will settle lower over time.

Can I install insulation board and vinyl siding over my current asphalt shingle siding? Will it cause problem?

Vinyl Siding over aspahlt shingles. Row home built in 1900. Siding needing to be replaced is in back. I do not want the hassle of pulling down, but will hammering in 1/2″ insulation board then vinyl siding be detremental?
