A truck pulled cable wires down and ripped my vinyl siding off the house. How do I get the driver to pay?

I have the driver’s phone number and license plate number. I called him two weeks ago and left a message but he did not return my call. I have not filed a police report or contacted my insurance company. Home Depot who originally installed the siding said it would cost about $500 to repair.
