How to get rid of clear spots/splashes on my vinyl siding?

I have yucky spots or splashes on my siding. They are not mold, they are completely clear, almost as though someone sprayed windex on the siding and left it there. It is weird. I don’t know how to get it off. Regular cleaners won’t work.
