How do I apply starter strip for vinyl siding?

I am trying to keep it straight around windows, doors and a garage door, on one side of the building. I keep coming up short on the far side of the garage door.

The above ground foundation below my siding is regular cinder block. It looks like the coating or parging is starting to chip. Do I repair this with a product like thoroseal?
