Not really, the best you can hope for is that your Insurance Company considers the cement fiber siding to be “brick” as opposesd to “frame”: construction. A brick or brick veneer construction home is cheaper to insure than a frame home. None of the companies at my Agency consider cement fiber siding to be brick and therefore more fire resistant. For some unknown reason it’s considered “frame” (wood) construction and therefore rated less fire resistive than brick. The less fire resistive your home is the more premium you will pay. Ask your Insurance Agent how your home would be rated (frame or brick), or if you deal directly with your insurance company give them a call.
As an Agent, I don’t agree with the way the companies rate concrete siding and I certainly don’t understand why they think it will burn easily. As a homeowner I have the cement siding on the back of my home as it is long lasting and won’t rot!

No, most companies will not provide a discount for the cement fiber shingles. Some insurers will rate the home as brick as opposed to frame, which would reduce your rate, but it isn’t a “discount.” The home is still a frame home, just that the outside material is now more fire resistant than say wood siding. If a fire starts within the house, the wood frame will go up so the fire resistant material laying on the outside won’t do too much. Of course if a fire starts outside and spreads to your house, you are better protected, but the roof is probably exposed, and the house is still made of wood, which is very combustible.
